The Road to Idlib and Beyond: Where next for Syria?

With military operations in the South virtually over, attention inevitably turns to the North and specifically to Idlib province, the last major redoubt of the armed opposition to the Syrian government. A number of other challenges, however, lie ahead besides Idlib before the Syrian government can rest easy.

Islamic State
The first of these is unfinished business with what remains of Islamic State in what Syrians call the Badiya, the vast swathes of steppe which span sections of Suweida, Damascus, Homs and Deir Ez Zor provinces. Largely inhabited by Druze, Sweida was witness recently to a series of raids and suicide attacks by Islamic State which left over 200 dead. This caused some bitterness among the Druze who felt they had been left exposed by the Syrian Arab Army (SAA), but the feelings were mutual: the SAA are not enamoured of a Druze minority which has largely stayed aloof from Syria’s conflict and refused to let its sons be conscripted or if conscripted be sent to other battlefields.

Possibly mindful of the need to keep the Druze onside, the SAA, it appears, will now focus on countering IS in the Badiya before any major operations in Idlib. This will not be straightforward as IS has shifted to hit and run tactics and rarely now tries to hold territory. IS also benefits from the existence of the US-controlled Al Tanf enclave near where the borders of Syria, Jordan and Iraq meet. In June UK RAF aircraft bombed and killed pro-government forces which were chasing IS on the fringes of the 55 km radius enclave. The Al Rukban makeshift refugee camp, home to 50,000 people which is within the area imposed by the US as a no go zone for Syrian government forces, is also a sheltered hiding place for IS.

It was Al Rukban which was the object of a recent Russian offer to the US to cooperate on resettling the refugees, along with a proposal to work together on demining in Raqqa. Elements in the US administration hostile to any cooperation with Russia leaked and spun the offer as ‘Russia asks for US funds to rebuild Syria’ and the proposal sank.
Despite these obstacles it is fairly safe to predict that the SAA and its allies will over the next several weeks mop up a number of IS and keep the threat from that quarter largely stifled if not entirely extinguished.

Pacification of the South
There is still consolidation to be done in the South. First, arrangements need to be put in place, with the reassuring participation of Russian military police, to cement the incorporation of thousands of ‘reconciled’ militants, shorn of their heavy weapons, into government military, police and civil defence forces. One of the remarkable features of the government’s recovery of territory over the last three years is how smoothly such arrangements have gone. No area has slid back into anarchy. It has to be borne in mind however that the most irreconcilable elements, the most extreme jihadis, together with their families, have taken the option of being bussed to Idlib. Propagandists for the militants decry as ‘forced displacement’ such an arrangement that others might see as commendably humane and pragmatic.

Secondly it may be some months before the situation in the Golan is fully restored to what it was in 2011 before the conflict began. Russian military police will initially assist UNDOF (UN Disengagement Observer Force) in reestablishing themselves in the buffer zone and provide Israel with some reassurance that forces allied to Iran do not come too close.

For all its harrumphing , however, Israel has been unable to impose its will: Iranian advisers and allied forces have only pulled back to the outskirts of Damascus and according to some reports are still present near the Golan but wearing Syrian uniforms. Israeli demands for a complete withdrawal of Iran and its allies from Syria have been seen for the bluster they always were. Israel may continue to stage token air raids all over Syria targeting the Iranian or Hizbollah presence but an elaborate de facto protocol has been worked out whereby limits have been established on such activity. Iran and Syria have both demonstrated in recent months a capacity to strike deep into Israeli territory if pushed beyond those limits. In practice the Golan, like Southern Lebanon following the 2006 war, is now quiet and likely to remain so, for the same simple reason – a balance of mutual deterrence.

The dire predictions of think tank ‘experts’ who foresaw Israeli and US forces going to war to block the Syrian government’s recovery of the areas bordering Israel and Jordan should be remembered next time when dire predictions are made (indeed are already being made, about Idlib). The thousands who fled their homes in the South and were the object of much trumpeted UN, NGO and Western government and media anguish are now safely returned to their towns and villages, with former militants often policing them.

Idlib
According to the UN Idlib province is home to about 2 million people including several hundred thousand displaced from elsewhere in Syria. (Alison McGovern MP, Co-Chair of the UK Parliamentary self-styled ‘Friends of Syria’, stated with hallmark ignorance and hyperbole on 24 July in Parliament that ‘several million people are in the city of Idlib’, when it is doubtful if Idlib city’s population even amounts to one million. The same MP despite having recently been to the Turkish border and met Syrian doctors appeared not to realise that the shortages of medicines in Idlib have nothing to do with the government of Syria, which has no control over Idlib’s border with Turkey, and everything to do with sanctions on Syria.)

Between 40 and 60 thousand Islamist fighters are reckoned to be corralled in Idlib province, including Jaish Al Islam (Army of Islam) and Ahrar Ash Sham, the largest groups, and 10,000 or so Hayat Tahrir Ash Sham (HTS aka Al Nusra aka Al Qaida) with its offshoots like Hurras Ad Deen (Guards of Religion). A large proportion, especially of HTS, are foreigners, including Chinese Uighurs and Russians from North Caucasus. (In the same debate in Parliament on 24 July no speaker mentioned the existence of a single one of these armed groups, while Sir Alan Duncan representing the government spoke apparently without irony of the ‘forces of evil driving towards Idlib’, forces drawn largely from the Alawite and Christian communities which have suffered more proportionately in the conflict than any other ).

The Kremlin has persuaded the Syrian government to hold off from a full frontal attack pending Turkish efforts to dismantle HTS and its satellites. The Russian plan appears to be that if Turkey delivers on this then a peaceful solution could evolve for the rest akin to the reconciliation arrangements in the South, with the irreconcilables transmogrifying into what would be effectively a Turkish militia policing the northern border for a defined period. This is self-evidently the least deleterious outcome possible for the people of Idlib and the one Western governments should be urging on Turkey but aren’t. Turkey has reportedly been given until mid-September to deliver.

Turkey’s incentive is that it dreads a battle for Idlib which could tip another million refugees into Turkey to add to the three million already there. Given its control of finance and supply routes for all the jihadi groups it is well placed to twist arms. Whether it has the stomach however to confront HTS must be considered doubtful.

At all events it appears to be already a virtually done deal that Russian military police and SAA units will be permitted quite soon a walkover in the area of Jisr Al Shughur, a strategic location close to predominantly Alawite Lattakia province and the large Russian base at Hummaym.

If Turkey fails to deliver then the prospects for avoiding large scale violence are bleak. Mitigating those prospects is the possibility, which did not exist in the South, that fighters can always flee across the border, in this case into Turkey. It is not correct to say, as some NGOs and media are saying, that these fighters, or the civilians of Idlib, have nowhere to go, with the possible exception of foreign fighters who likely would not be allowed into Turkey.

Enter the White Helmets. In the event of major hostilities it is eminently foreseeable that reports will soon erupt in Western media of ‘brave’, ‘neutral’, ‘first responders’ testifying to alleged horrific use of chemical weapons. As with previous alleged incidents in Idlib such as Khan Sheykhoun in 2017, it will not be possible for OPCW inspectors or Western journalists to make site visits to verify these reports.

It is equally easy to predict that Western governments will seize on these reports to unleash heavy missile attacks on Syrian government targets, including a possible attempt to decapitate the government with attacks on presidential offices such as were reportedly planned in April following Douma until General Mattis persuaded Trump that such a large scale offensive would be too risky for US troops in places like Al Tanf exposed to possible retaliation from a government existentially threatened and with nothing to lose. The next time however there may not be an escape ramp. Having sworn after Douma to punish the ‘animal’ Asad more heavily next time, Western governments have painted themselves into a corner. The more Western government attempts to neutralise growing public concern over the credibility of the White Helmets are successful, the more likely it is that the world will see a fresh Syria crisis which will make Douma look paltry.

The Kurds
The Kurds may have a role in the upcoming battle of Idlib. Kurdish leaders, mindful of Trump’s stated wish to withdraw US troops from their area, of US reticence over nation-building , of the threat to them from Turkey, and of the long term unviability of Kurds lording it indefinitely over wide territories comprising already restless Arab populations, have entered recently into negotiations with the Syrian government on bringing the North East (Al Hasakeh province, principally) back into the fold. Part of the reported deal would be that concessions to the Kurds would be easier if the Kurds launched a counter-attack to recover Afrin to distract pro-Turkish forces from Idlib. At all events, it appears that the days of indirect US control over 30% of Syrian territory via the Kurdish-dominated Syrian Democratic Forces (SDF) are numbered.

Raqqa is already emerging as a tar baby for the US. Locals, mainly Arabs, have been complaining about the slowness of demining and restoration of basic services. In nearby Al Tabaqa, Syrian government workers and officials have been invited back to assist in the operation of the important dam on the Euphrates.

Geneva/Astana/Sochi peace negotiations
Desultory negotiations continue in these formats with some incremental progress towards setting up a group to look at a new constitution. UN envoy De Mistura continues to shuttle about maintaining an illusion of meaningful activity, with the Russians also keen to sustain that illusion.

The reality however is that the time for negotiations passed some while ago. The only meaningful negotiations now are between the Syrian government and the Kurds, as explained above, and between the governments of Russia, Turkey, Syria and Iran. The US is hoping to exert leverage via spoiling tactics: propping up the SDF, promoting de facto partition, maintaining Al Tanf, continuing sanctions, blocking international reconstruction assistance, and conducting information warfare. Its physical presence however (about 2,000 troops) is a diminishing asset and in some contingencies a liability. The Russians and the Syrians will feel under little pressure to make concessions to the US or the West generally.

That said, the Russians appear keen to involve at least France and Germany in efforts to facilitate the return of Syrian refugees to the homeland. Again, however, as at every stage in this conflict, there is a risk of Western powers overplaying their hand by conditioning resettlement assistance on political concessions: the Syrian security agencies say openly they would rather have 10 million loyal citizens than 30 million of dubious loyalty.

Western policy
For a policy maker genuinely concerned to shorten the agony of Syria rather than indulge in gesture politics and virtue signalling, or prioritise selfish yet ill-conceived great power interests, the conclusions to draw for policy from the above analysis would seem clear:

1. Urge Turkey to dismantle the hardline jihadi groups in Idlib.
2. Start preparing opinion and allies not to expect support for another knee jerk military reaction in the event of another alleged chemical weapons attack.
3. Stop encouraging a de facto partition of Syria and withdraw now redundant Western forces (the ‘coalition’) in short order.
4. Start to engage with the Syrian government on recovery issues: lifting of sanctions, support for refugee return, support for reconstruction.

Should it be objected that this course would amount to abetting Russia and Asad, or leaving the future of Syria to be decided among Russia, Turkey and Asad, it must be asked what splendid results have flowed from Western governments’ policies to date, and what in practical terms are Western governments proposing now which would bring the end of conflict nearer? Simply calling for negotiations or for freezing the conflict by putting on indefinite hold the removal from the backs of the long suffering people of Idlib of the succubus of vicious Islamist groups is not a responsible or even a moral policy, yet that is what current policy amounts to. And have we so far lost our compass that we consider the removal of Al Qaida from Syria a bad thing if it is delivered by Russia?




President al-Assad to Chinese Phoenix TV: any foreign troops coming to Syria without permission are invaders

President Bashar al-Assad said that the solution to the crisis in Syria should be through two parallel ways: the first one is to fight the terrorists, and this is our duty as government, to defend the Syrians and use any means in order to destroy the terrorists who’ve been killing and destroying in Syria, and the second one is to make dialogue.

The president added in an interview given to Chinese PHOENIX TV that any foreign troops coming to Syria without our invitation or consultation or permission, they are invaders, whether they are American, Turkish, or any other one.

Flowing is the full text of the interview:

Question 1: Thank you Mr. President for having us here in Dimashq, the capital of Syria. I think this is the first interview you have with Chinese media after the national ceasefire and after so many fresh rounds of talks, both in Astana and in Geneva, and of course after US President Donald Trump’s inauguration, and these days, as we have seen, your troops are making steady progress in battlefields, but peace talks do not seem just as productive. So, as far as the Geneva talks is concerned, your chief negotiator, Mr. Jaafari, was trying hard to find out who should be sitting on the other side of the negotiation table. So, according to your idea, who should be sitting there?

President Assad: This is a very crucial question. If you want those negotiations to be fruitful, we have to ask “who is going to be sitting there?” I mean, there could be a lot of good people with good intentions, but the question is: who do they represent? That’s the question. In this situation, you have different groups, you have people who are, let’s say, patriotic, but they don’t represent anyone, they represent themselves. You have others who represent the terrorists, and you have terrorists on the table, and you have others who represent the agenda of foreign countries like Saudi Arabia, like Turkey, like France, UK and maybe the United States. So, it’s not a homogeneous meeting. If you want it to be fruitful, going back to the first point that I mentioned, it should be a real Syrian-Syrian negotiations. In spite of that, we went to that meeting because we think any kind of dialogue could be a good step toward the solution, because even those people who are terrorists or belonging to the terrorists or to other countries, they may change their mind and go back to their normality by going back to being real Syrians, detach themselves from being terrorists or agents to other groups. That’s why I say we didn’t expect Geneva to produce anything, but it’s a step, and it’s going to be a long way, and you may have other rounds, whether in Geneva or in Astana.

Question 2: But anyway, it is an intra-Syrian talks, right? But the matter of fact is, it is proxy dialogue. I mean, main parties do not meet and have dialogue directly.

President Assad: Exactly.

Journalist: Are you personally satisfied with the current negotiation format or mechanism?

President Assad: we didn’t forge this mechanism; it was forged by de Mistura and the UN with the influence of the countries that wanted to use those negotiations in order to make pressure on Syria, not to reach any resolution. As you just said, each one represents a different agenda, even the opposition delegations, it wasn’t one delegation; different delegations of the opposition. So, if I’m going to – as a government – if I’m going to negotiate with someone, who’s it going to be? Which one? Who represents who? That’s our question. So, you are right, this time there was no negotiations in Geneva, but this is one of the reasons, that’s why it didn’t reach anything. The only thing we discussed in Geneva was the agenda, the headlines, what are we going to discuss later, that’s it.

Question 3: But as we see, lot of time, money, energy have been put into this effort, and the clashes are still going on, people are still dying, and the refugees are still increasing.

President Assad: Exactly.

Journalist: What is the possible way of having a negotiation?

President Assad: Again, you are correct. The more delay you have, the more harm and destruction and killing and blood you’ll have within Syria, that’s why we are very eager to achieve a solution, but how and in which way? You need to have two parallel ways: the first one is to fight the terrorists, and this is our duty as government, to defend the Syrians and use any means in order to destroy the terrorists who’ve been killing and destroying in Syria. The second one is to make dialogue. This dialogue has many different aspects; you have the political one, which is related to the future of Syria; what political system do you need, what kind? It doesn’t matter which one, it depends on the Syrians, and they’re going to have referendum about what they want. The second part is to try to bring many of those people who were affiliated to the terrorists or who committed any terrorist acts to go back to their normality and lay down their armaments and to live normal life in return for amnesty that has been offered by the government, and we’ve been going in that direction for three years, and it worked very well. It worked very well. So, actually, if you want to talk about the real political solution since the beginning of the crisis, of the war on Syria, till this moment, the only solution was those reconciliations between the government and the different militants in Syria, many of them joined the government now, and they are fighting with the government. Some of them laid down their.

Question 4: But talking about the Syria war, you can never exclude the foreign factors. The Saudi-backed high negotiating committee, HNC, are saying that they are counting on the Trump administration to play a positive role instead of the mistaken policies under his predecessor Barack Obama. So, from your side, what do you expect from Trump’s Middle East policy, particularly policy on Syria?

President Assad: The first part that you mentioned about their hopes, when you pin your hopes on a foreign country, doesn’t matter which foreign country, it means you’re not patriotic, and this is proved, because they should depend on the support of the Syrian people, not any other government or administration.

Now, regarding the Trump administration, during his campaign and after the campaign, the main rhetoric of the Trump administration and the president himself was about the priority of defeating ISIS. I said since the beginning that this is a promising approach to what’s happening in Syria and in Iraq, because we live in the same area and we face the same enemy. We haven’t seen anything concrete yet regarding this rhetoric, because we’ve been seeing now certain is a local kind of raids. You cannot deal with terrorism on local basis; it should be comprehensive, it cannot be partial or temporary. It cannot be from the air, it should be in cooperation with the troops on the ground, that’s why the Russians succeeded, since they supported the Syrian Army in pushing ISIS to shrink, not to expand as it used to be before that. So, we have hopes that this taking into consideration that talking about ISIS doesn’t mean talking about the whole terrorism; ISIS is one of the products, al-Nusra is another product, you have so many groups in Syria, they are not ISIS, but they are Al Qaeda, they have the same background of the Wahabi extremist ideology.

Question 5: So, Mr. President, you and Mr. Donald Trump actually share the same priority which is counter-terrorism, and both of you hate fake news. Do you see any room for cooperation?

President Assad: Yeah, in theory, yes, but practically, not yet, because there’s no link between Syria and the United States on the formal level. Even their raids against ISIS that I just mentioned, which are only a few raids, happened without the cooperation or the consultation with the Syrian Army or the Syrian government which is illegal as we always say. So, theoretically we share those goals, but particularly, not yet.

Question 6:
Do you have personal contact with the President of the United States?

President Assad: Not at all.

Journalist: Direct or indirect.

President Assad: Indirect, you have so many channels, but you cannot bet on private channels. It should be formal, this is where you can talk about a real relation with another government.

Question 7:
As we speak, top generals from Turkey, Russia, and the United States are meeting somewhere in Turkey to discuss tensions in northern Syria, where mutually- suspicious forces are allied with these countries. So, do you have a plan for a final attack on Daesh when the main players actually do need an effective coordination in order to clear Syria of all terror groups?

President Assad:
Yeah, if you want to link that meeting with ISIS in particular, it won’t be objective, because at least one party, which is Turkey, has been supporting ISIS till this moment, because Erdogan, the Turkish President, is Muslim Brotherhood. He’s ideologically linked and sympathetic with ISIS and with al-Nusra, and everybody knows about this in our region, and he helped them either through armaments, logistically, through exporting oil. For the other party, which is the United States, at least during Obama’s administration, they dealt with ISIS by overlooking their smuggling the Syrian oil to Turkey, and this is how they can get money in order to recruit terrorists from around the world, and they didn’t try to do anything more than cosmetic against ISIS. The only serious party in that regard is Russia, which is effectively attacking ISIS in cooperation with us. So, the question is: how can they cooperate, and I think the Russians have hope that the two parties join the Russians and the Syrians in their fight against terrorism. So, we have more hopes now regarding the American party because of the new administration, while in Turkey nothing has changed in that regard. ISIS in the north have only one route of supply, it’s through Turkey, and they’re still alive and they’re still active and they’re still resisting different kinds of waves of attacks, because of the Turkish support.

Question 8: Now, US troops are in Manbej. Is the greenlight from your side? Did you open the door for these American troops?

President Assad:
No, no, we didn’t. Any foreign troops coming to Syria without our invitation or consultation or permission, they are invaders, whether they are American, Turkish, or any other one. And we don’t think this is going to help. What are they going to do? To fight ISIS? The Americans lost nearly every war. They lost in Iraq, they had to withdraw at the end. Even in Somalia, let alone Vietnam in the past and Afghanistan, your neighboring country. They didn’t succeed anywhere they sent troops, they only create a mess; they are very good in creating problems and destroying, but they are very bad in finding solutions.

Question 9: Talking about Russia and China, they just vetoed a new UN sanction on Syria last week. What do these Chinese vetoes mean exactly for your country?

President Assad: Let’s be very clear about their position, which is not to support the Syrian government or the Syrian president, because in the West they try to portray it as a personal problem, and as Russia and China and other countries and Iran support that person as president. It’s not the case. China is a member of the Security Council, and it’s committed to the Charter of the United Nations. In that veto, China has defended first of all the Charter, because the United Nations was created in order to restore stability around the world. Actually, the Western countries, especially the permanent members of the Council as a tool or means in order to change regimes or governments and to implement their agenda, not to restore stability, and actually to create more instability around the world. So the second part is that China restored stability in the world by creating some kind of political balance within the United Nations, of course in cooperation with Russia, which is very important for the whole world. Of course, Syria was the headline, the main headline, this is good for Syria, but again it’s good for the rest of the world. Third, the same countries that wanted to use the UN Charter for their own vested interested are the same countries who interfered or tried to intervene in your country in the late 90s, and they used different headlines, human rights, and so on, and you know that, and if they had the chance, they would change every government in the world, whether big country or small country, just when this government tries to be a little bit independent. So, China protected the Chinese interests, Syrian interests, and the world interests, especially the small countries or the weak countries.

Question 10: If I’m not mistaken, you said China is going to play a role in the reconstruction of Syria. So, in which areas you think China can contribute to bring Syrian people back to their normal life after so many years of hardships?

President Assad: Actually, if you talk about what the terrorists have been doing the last six years, it’s destroying everything regarding the infrastructure. In spite of that, the Syrian government is still effective, at least by providing the minimum needs for the Syrian people. But they’ve been destroying everything in every sector with no exception. Adding to that, the Western embargo in Syria has prevented Syria from having even the basic needs for the livelihood of any citizen in Syria. So, in which sector? In every sector. I mean, China can be in every sector with no exception, because we have damage in every sector. But if we talk about now, before this comprehensive reconstruction starts, China now is being involved directly in building many projects, mainly industrial projects, in Syria, and we have many Chinese experts now working in Syria in different projects in order to set up those projects. But of course, when you have more stability, the most important thing is building the destroyed suburbs. This is the most important part of the reconstruction. The second one is the infrastructure; the sanitation system, the electricity, the oil fields, everything, with no exception. The third one: the industrial projects, which could belong to the private sector or the public sector in Syria.

Question 11: Alright. And it seems no secret that there are some Chinese extremists are here, fighting alongside Daesh. I think it is a threat to both Syria and China. What concrete or effective measures do you have to control border and prevent these extremists from free movement in the region?

President Assad: When you talk about extremists or terrorists, it doesn’t matter what their nationality is, because they don’t recognize borders, and they don’t belong to a country. The only difference between nationality and nationality, is that those for example who came from your country, they know your country more than the others, so they can do more harm in your country that others, and the same for Syrians, the same for Russian terrorist, and so on. So now, the measures, every terrorist should be defeated and demolished, unless he changed his position to the normal life. Second, because you’re talking about different nationalities -more than 80 nationalities – you should have cooperation with the other governments, especially in the intelligence field, and that’s what’s happening for example with the Chinese intelligence regarding the Uyghur terrorists who are coming from China through Turkey. Unfortunately, the only means that we don’t have now and we don’t control is our borders with Turkey, because the Uyghur in Particular, they came from Turkey, the others coming maybe from Iraq, Jordan, Lebanon, form the sea, maybe, and the majority from Turkey, but the Uyghur terrorists coming mainly from Turkey. Why? I don’t know why, but they have the support of the Turkish government, and they were gathered and collected in one group, and they were sent to the northern part of Syria. So, the mission now is to attack them, wherever they existed. Of course, sometimes you cannot tell which one… who is who, they mix with each other, but sometimes they work as separate groups from different nationalities. And this is very crucial kind of cooperation between the Syrian and the Chinese intelligence, and we did many good steps in that regard.

Question 12: Mr. President, as you may be fully aware that the “White Helmets” took an Oscar this year for the best documentary short, but folks are saying that the truth about this “White Helmets” is not like what Netflix has presented, so what is your take on this?

President Assad: First of all, we have to congratulate al-Nusra for having the first Oscar! This is an unprecedented event for the West to give Al Qaeda an Oscar; this is unbelievable, and this is another proof that the Oscars, Nobel, all these things are politicized certificates, that’s how I can look at it. The White Helmets story is very simple; it is a facelift of al-Nusra Front in Syria, just to change their ugly face into a more humanitarian face, that’s it. And you have many videos on the net and of course images broadcasted by the White Helmets that condemn the White Helmets as a terrorists group, where you can see the same person wearing the white helmet and celebrating over the dead bodies of Syrian soldiers. So, that’s what the Oscar went to, to those terrorists. So, it’s a story just to try to prevent the Syrian Army during the liberation of Aleppo from making more pressure on the attacking and liberating the districts within the city that have been occupied by those terrorists, to say that the Syrian Army and the Russians are attacking the civilians and the innocents and the humanitarian people.

Question 13: Right. Now Palmyra. I took a one-day trip to Palmyra this time. Now, the city is under your control, so as its strategic position is concerned, because Homs is the heart of Syria, it’s right in the middle, now, when you have Palmyra, what is your next target? Are you going to expand a military operation into Raqqa and Dier Ezzor?

President Assad: We are very close to Raqqa now. Yesterday, our troops reached the Euphrates River which is very close to Raqqa city, and Raqqa is the stronghold of ISIS today, so it’s going to be a priority for us, but that doesn’t mean the other cities are not priority, in time that could be in parallel, because Palmyra is on the way to Dier Ezzor city in the eastern part of Syria which is close to the Iraqi borders, and those areas that have been used by ISIS as route for logistic support between ISIS in Iraq and ISIS in

Syria. So, whether you attack the stronghold or you attack the route that ISIS uses, it has the same result.

Question 14: How many days do you think this war is going to last?

President Assad: if we presume that you don’t have foreign intervention, it will take a few months. It’s not very complicated internally. The complexity of this war is the foreign intervention. This is the problem. So, in the face of that intervention, the good thing that we gained during the war is the unity of the society. At the very beginning, the vision for many Syrians wasn’t very clear about what’s happening. Many believed the propaganda of the West about the reality, about the real story, that this is against the oppression. If it’s against the oppression, why the people in Saudi Arabia didn’t revolt, for example? So, now what we gained is this, this is our strongest foundation to end that war. We always have hope that this year is going to be the last year. But at the end, this is war and you can’t expect what is going to happen precisely.

Question 15: Mr. President, you are President of the Syrian Republic, at the same time, you are a loving husband and a father of three. How can you balance the role of being a President, a father, and a husband?

President Assad: If you cannot succeed in your small duty which is your family, you cannot succeed in your bigger duty or more comprehensive duty at the level of a country. So, there is no excuse that if you have a lot of work to abandon your duties; it’s a duty. You have to be very clear about that, you have to fulfill those duties in a very good way. Of course, sometimes those circumstances do not allow you to do whatever you have to do, your duties, fully, let’s say.

Journalist: During a day, how much time you spend on work, and how much time you spend with your family members?

President Assad: Actually, it’s not about the time, because even if you are at your home, you have to work.

Journalist: Okay.

President Assad: Let’s say, in the morning and the evening, you have the chance, but in between and after those times, you have the whole day to work.

Question 16: Have you ever thought of leaving this country for the sake of your family?

President Assad: Never, after six years, I mean the most difficult times passed; it was in 2012 and 2013, those times we never thought about it, how can I think about it now?

So, no, no, this is not an option. Whenever you have any kind of reluctance, you will lose. You will lose not with your enemies; you lose with your supporters. Those supporters, I mean the people you work with, the fighters, the army, they will feel if you’re not determined to defend your country. We never had any feeling neither me nor any member of my family.

Question 17: And how is Kareem’s Chinese getting along?

President Assad: He learned the basics of Chinese language, I think two years ago. Unfortunately, the lady and the man who taught him had to leave, because they were members of the Chinese Embassy. They went back to China. Now, he stopped improve his Chinese language.

Question 18: Do you think it is a good choice to learn Chinese for him?

President Assad: Of course, of course, because China is a rising power.

Journalist: You didn’t force him to learn Chinese? It’s his own option, right?

President Assad: No, no, we never thought about it, actually. I didn’t think that he has to learn Chinese, and I didn’t expect him, if I thought about it, that he would say yes, because for many in the world the Chinese language is a difficult language to learn. He took the initiative and he said I want to learn Chinese, and actually till this moment, I didn’t ask him why. I want him to feel free, but when he’s getting older, I’m going to ask him how? How did it come through your mind to learn this language, this difficult language, but of course important language.

Journalist: You didn’t ask him before? President Assad: No, not yet. Journalist: So, you think it’s a good choice?

President Assad: Of course, of course. As I said, it’s a rising power, it’s important. I mean, most of the world has different kinds of relation with China whether in science, in politics, in economy, in business, I mean, in every filed you need it now. And our relation for the future is going to be on the rise. It was good, but it’s going to be on the rise because when a country like China proves that it’s a real friend, a friend that you can rely on, it’s very natural to have better relation on the popular level, not only on the formal level.

Journalist: Thank you Mr. President, thank you for your time.

President Assad: Thank you for coming to Syria, you’re most welcome.




Kerry’s Plan at Balkanising Syria

Last month, US secretary of State John Kerry called for Syria to be partitioned saying it was “Plan B” if negotiations fail. But in reality this was always plan A. Plans to balkanize Syria, Iraq and other Middle Eastern states were laid out by former U.S. Secretary of State Condoleezza Rice in a 2006 trip to Tel Aviv. It was part of the so called “Project For a New Middle East”. This was a carbon copy of the Odid Yinon plan drawn up by Israel in 1982. The plan outlined the way in which Middle Eastern countries could be balkanized along sectarian lines. This would result in the creation of several weak landlocked micro-states that would be in perpetual war with each other and never united enough to resist Israeli expansionism.

“Syria will fall apart, in accordance with its ethnic and religious structure, into several states such as in present day Lebanon, so that there will be a Shi’ite Alawi state along its coast, a Sunni state in the Aleppo area, another Sunni state in Damascus hostile to its northern neighbor, and the Druzes who will set up a state, maybe even in our Golan… ” Oded Yinon, “A strategy for Israel in the Nineteen Eighties”,

The leaked emails of US Secretary of State Hillary Clinton reveal advocates of the Oded Yinon plan were behind the US push for regime change in Syria. An Israeli intelligence adviser writes in an email to Hillary,

“The fall of the House of Assad could well ignite a sectarian war between the Shiites and the majority Sunnis of the region drawing in Iran, which, in the view of Israeli commanders would not be a bad thing for Israel and its Western allies,”.

Kerry’s plan B comment came right before UN’s special envoy de Mistura said federalism would be discussed at the Geneva talks due to a push from major powers. Both side’s of the Geneva talks, the Syrian Government and the Syrian National Coalition flat out rejected Federalism. Highlighting the fact that the idea did not come from the Syrian’s themselves. The Syrian ambassador to the United Nations, Bashar Al Jaafari, said that the Idea of federalization would not be up for discussion. “Take the idea of separating Syrian land out of your mind,” he would say.

But some may not completely understand the full implications of federalism and how it is intrinsically tied to balkanization. Some cite the fact that Russia and the United States are successful federations as evidence that federation is nothing to fear. However the point that makes these federalism statements so dangerous is that in accordance with the Yinon plan the borders of a federalized Syria would be drawn along sectarian lines not on whether any particular state can sustain its population. This means that a small amount of people will get all the resources, and the rest of Syria’s population will be left to starve. Furthermore, Russia and the US are by land mass some of the largest nations in the world, so federalism may make sense for them. In contrast Syria is a very small state with limited resources. Unlike the US and Russia, Syria is located in the Middle East which means water is limited. In spite of the fact Syria is in the so-called fertile crescent, Syria has suffered massive droughts since Turkey dammed the rivers flowing into Syria and Iraq. Syria’s water resources must be rationed amongst its 23 million people. In the Middle East, wars are also fought over water.The areas that the Yinon plan intends to carve out of Syria, are the coastal areas of Latakia and the region of Al Hasake. These are areas where a substantial amount of Syria’s water, agriculture and oil are located. The intention is to leave the majority of the Syrian population in a landlocked starving rump state, and create a situation where perpetual war between divided Syrians is inevitable. Ironically promoters of the Yinon plan try and paint federalism as a road to peace. However, Iraq which was pushed into federalism in 2005 by the US occupation is far from peaceful now.

Quite simply, divide and conquer is the plan. This was even explicitly suggested in the headline of Foreign Policy magazine, “Divide and conquer Iraq and Syria” with the subheading “Why the West Should Plan for a Partition”. The CEO of Foreign Policy magazine David Rothkopf is a member of to the Council of Foreign Relations, a think tank Hillary Clinton has admited she bases her policies on. Another article by Foreign Policy written by an ex-NATO commander James Stavridis, claims “It’s time to talk about partitioning Syria” .

The US hoped to achieve this by empowering the Muslim Brotherhood and other extremist groups, and introducing Al Qaeda and ISIS into Syria. The Syrian army was supposed to collapse with soldiers returning to their respective demographic enclaves. Evidence of this could be seen in the headlines of NATO’s media arm in 2012, which spread false rumours that Assad had run to Latakia, abandoning his post in Damascus. The extremists were then supposed to attack Alawite, Christian and Druze villages. The US hoped that enough Alawites, Christians and Druze would be slaughtered that Syria’s minorities would become receptive to the idea of partitioning.

Then NATO planned on shifting narratives from, ‘evil dictator must be stopped” to “ we must protect the minorities”. Turning on the very terrorists they created and backing secessionist movements. There is evidence that this narrative shift had already started to happened by 2014 when it was used to convince the US public to accept US intervention in Syria against ISIS. The US designation of Jabhat Al Nusra as a terrorist organisation in December of 2012 was in preparation for this narrative shift. But this was premature as none of these plans seemed to unfold according to schedule. Assad did not leave Damascus, the Syrian army held together, and Syrian society held onto its national identity.

It could be said that the Yinon plan had some success with the Kurdish PYD declaration of federalization. However, the Kurdish faction of the Syrian national coalition condemned PYD’s declaration. Regardless, the declaration has no legal legitimacy. The region of Al Hasakah where a substantial portion of Syria’s oil and agriculture lies, has a population of only 1.5 million people, 6% of Syria’s total population. Of that, 1.5 million, only 40% are Kurdish, many of which do not carry Syrian passports. PYD’s demand that the oil and water resources of 23 million people be given to a tiny part of its population is unlikely to garner much support amongst the bulk of Syria’s population.

Former US National Security Adviser Henry Kissinger understood that the key to dismembering a nation was attacking its national identity. This entails attacking the history from which this identity is based upon. In an event at Michigan University Kissinger stated that he would like to see Syria balkanized, asserting that Syria is not a historic state and is nothing but an invention of the Sykes-Picot agreement in the 1920’s. Interestingly, Kissinger is using the same narrative as ISIS, who also claims that Syria is a colonial construct. In fact, ISIS has been a key tool for Kissinger and the promoters of the project of a New Middle East, as ISIS has waged a campaign of destruction against both Syrian and Iraqi historical sites.

In spite of efforts to convince the world of the contrary, the region that now encompasses modern day Syria has been called Syria since 605 BC . Sykes-Picot didn’t draw the borders of Syria too large, but instead, too small. Historical Syria also included Lebanon and Iskandaron. Syria and Lebanon were moving towards reunification until 2005, an attempt at correcting what was a sectarian partition caused by the French mandate. Syria has a long history of opposing attempts of divide and conquer, initially the French mandate aimed to divide Syria into 6 separate states based on sectarian lines, but such plans were foiled by Syrian patriots. The architects of the Yinon plan need only have read Syria’s long history of resistance against colonial divisions to know their plans in Syria were doomed to failure.

Will Geneva talks lead right back to Assad’s 2011 reforms?

Syrian peace talks have already stalled. The opposition refused to be in the same room as the government delegation, while the latter blamed opposition ‘preconditions’ and the organizers’ inability to produce a ‘list of designated terrorists’.

The UN’s special envoy for Syria Staffan de Mistura has now promised talks will reconvene on February 25, but how will he achieve this?

So much has shifted on the global political stage and in the Syrian military theater since this negotiation process first began gaining steam.

In just the past few weeks, the Syrian Arab Army (SAA) and its allies have recaptured key areas in Latakia, Idlib, Daraa, Homs and Aleppo, and are making their way up to the Turkish border, cutting off supply lines and exits for opposition militants along the way.

While analysts and politicians on both sides of the fence have warned that a ‘military solution’ to the Syrian crisis is not feasible, the SAA’s gains are starting to look very much like one. And with each subsequent victory, the ability for the opposition to raise demands looks to be diminished.

Already, western sponsors of the talks have as much as conceded that Syrian President Bashar al-Assad will continue to play a role in any future government – a slap in the face to the foreign-backed Syrian opposition that have demanded his exit.

And the long list of deliverables in peace talks yet to come – transitional governance, ceasefires, constitutional reform, and elections – are broad concepts, vague enough to be shaped to advantage by the dominant military power on the ground.

The shaping of post-conflict political landscapes invariably falls to the victor – not the vanquished. And right now, Geneva looks to be the place where this may happen, under the watch of many of the states that once threw their weight – weapons, money, training, support – behind the Syrian ‘opposition.’

So here’s a question: As the military landscape inside Syria continues to move in the government’s favor, will a final deal look very much different than the 2011 reforms package offered by Syrian President Bashar al-Assad?
Assad’s 2011 reforms

In early 2011, the Syrian government launched a series of potentially far-reaching reforms, some of these unprecedented since the ascendance of the Baath party to power in 1963.

Arriving in Damascus in early January 2012 – my third trip to Syria, and my first since the crisis began – I was surprised to find restrictions on Twitter and Facebook already lifted, and a space for more open political discourse underway.

That January, less than ten months into the crisis, around 5,000 Syrians were dead, checkpoints and security crackdowns abounded, while themes such as “the dictator is killing his own people” and “the protests are peaceful” still dominated western headlines.

Four years later, with the benefit of hindsight, many of these things can be contextualized. The ‘protests’ were not all ‘peaceful’ – and casualties were racking up equally on both sides. We see this armed opposition more clearly now that they are named Jabhat al-Nusra, Ahrar al-Sham and ISIS. But back in early 2012, these faces were obfuscated – they were all called “peaceful protestors forced to take up arms against a repressive government.”

Nevertheless, in early 2011, the Syrian government began launching its reforms – some say only to placate restive populations; others saw it as an opportunity for Assad to shrug off the anti-reform elements in his government and finish what he intended to start in 2000’s ‘Damascus Spring.’

Either way, the reforms came hard and fast – some big, some small: decrees suspending almost five decades of emergency law that prohibited public gatherings, the establishment of a multi-party political system and terms limits for the presidency, the removal of Article 8 of the constitution that assigned the Baath party as “the leader of state and society,” citizenship approval for tens of thousands of Kurds, the suspension of state security courts, the removal of laws prohibiting the niquab, the release of prisoners, the granting of general amnesty for criminals, the granting of financial autonomy to local authorities, the removal of controversial governors and cabinet members, new media laws that prohibited the arrest of journalists and provided for more freedom of expression, dissolution of the cabinet, reducing the price of diesel, increasing pension funds, allocating housing, investment in infrastructure, opening up direct citizen access to provincial leaders and cabinet members, the establishment of a presidential committee for dialogue with the opposition – and so forth.

But almost immediately, push back came from many quarters, usually accompanied by the ‘Arab Spring’ refrain: “it’s too late.”

But was it?

Western governments complained about reforms not being implemented. But where was the time – and according to whose time-frame? When the Assad government forged ahead with constitutional reforms and called for a nationally-held referendum to gain citizen buy-in, oppositionists sought a boycott and US Secretary of State Hillary Clinton called the referendum “phony” and “a cynical ploy.”

Instead, just two days earlier, at a meeting in Tunis, Clinton threw her significant weight behind the unelected, unrepresentative, Muslim Brotherhood-dominated Syrian National Council (SNC): “We do view the Syrian National Council as a leading legitimate representative of Syrians seeking peaceful democratic change.”

And when, in May 2012, Syria held parliamentary elections – the first since the constitution revamp – the US State Department called the polls: “bordering on ludicrous.”

But most insidious of all the catch-phrases and slogans employed to undermine the Syrian state, was the insistence that reforms were “too late” and “Assad must go.” When, in the evolution of a political system, is it too late to try to reform it? When, in the evolution of a political system, do external voices, from foreign capitals, get to weigh in on a head of state more loudly than its own citizens?

According to statements made by two former US policymakers to McClatchy News: “The goal had been to ‘ratchet up’ the Syria response incrementally, starting with U.S. condemnation of the violence and eventually suggesting that Assad had lost legitimacy.”

“The White House and the State Department both – and I include myself in this – were guilty of high-faluting rhetoric without any kind of hard policy tools to make the rhetoric stick,” confessed Robert Ford, former US Ambassador to Syria.

An analysis penned by veteran Middle East correspondent Michael Jansen at the onset of the talks in Geneva last week ponders the point: “The Syrian crisis might have been resolved in 2011 if US president Barack Obama had not declared on August 18th that year that his Syrian counterpart Bashar al-Assad had to ‘step aside.’”

Were the additional 250,000 Syrian deaths worth those empty slogans? Or might reforms, in Syrian hands, have been worth a try?
Domestic dissent, Assad and reforms

The story inside Syria, within the dissident community, still varied greatly during my January 2012 trip. But with the exception of one, Fayez Sara, who went on to eventually leave the country and join the SNC, Syrian dissidents with whom I met unanimously opposed sanctions, foreign intervention and the militarization of the conflict.

Did they embrace the reforms offered up in 2011? Mostly not – the majority thought reforms would be “cosmetic” and meaningless without further fundamental changes, much of this halted by the growing political violence. When Assad invited them to participate in his constitutional reform deliberations, did these dissidents step up? No – many refused to engage directly with the government, probably calculating that “Assad would go” and reluctant to shoulder the stigma of association.

But were these reforms not a valuable starting point, at least? Political systems don’t evolve overnight – they require give-and-take and years of uphill struggle.

Aref Dalila, one of the leaders of the ‘Damascus Spring’ who spent eight years in prison, told me: “The regime consulted with me and others between March and May and asked our opinion. I told them there has to be very serious reforms immediately and not just for show, but they preferred to go by other solutions.”

Bassam al-Kadi, who was imprisoned for seven years in the 1990s, managed to find one upside to reforms:

Speaking about the abolishment of the state security courts in early 2011, Kadi said: “Since 1973 until last May, it was actually a court outside of any laws and it was the strong arm of the regime. All trials held after abolishing this court have taken place in civilian courts. Sometimes the intelligence apparatus intervenes but in most cases the judge behaves according to his or her opinion. Hundreds of my friends who were arrested in the past few months, most were released within one or two weeks.”

This reform, by the way, took place a mere few months before Jordan’s constitutional reforms added another security layer – the state military courts – for which it was promptly lauded.

Hassan Abdel Azim, head of the National Coordination Committee (NCC) which included 15 opposition parties, took a different view: “Our point of view is that such reforms can only take place when violence stops against protestors…But since the regime tries to enforce its reforms, the result will only be partial reforms that enhances its image but not lead to real change.”

The NCC went on to have a short-lived alliance with the foreign-based SNC which fell apart over disagreements on “non-Arab foreign intervention.”

Louay Hussein who headed the Tayyar movement and spent seven years in prison when he was 22 (and recently as well), told me that January: “We consider Assad responsible for everything that’s happened but we are not prepared to put the country in trouble…In March, we wanted what the regime is giving now (reforms). But when the system started using live bullets we wanted to change it and change it quickly. But after all this time we have to reconsider our strategy.”

And the list goes on. The views ranged from dissidents who “like Assad, but hate the system” to those who wanted a wholesale change that was arrived at through a consultative process – but definitely not foreign intervention. Eighteen months later when I revisited some of these people, their views had transformed quite dramatically in light of the escalation of political violence. Even the ones who blamed the government for this escalation seemed to put their arms around the state, as nationalists first and foremost.

Had the conflict not taken on this stark foreign-backed dimension and become so heavily militarized, they may have expended their energies on pushing at the limits of reforms already on the table.
How can Geneva transform Syria?

First on the table in Geneva is the establishment of a transitional process that gets the two sides working on common governance. On a parallel track, demilitarization is on the menu – which basically consists of organizing ceasefires throughout Syria. The transitional team will then work on hammering out a new constitution, with elections to be held within 18 months.

That sounds a bit like the process already underway in Syria in 2011 and 2012.

Certainly, the opposition believes it has a stronger hand today than back in 2011, supported as it is by the UN-sponsored Geneva process. But the difficulties will start the moment decisions need to be made about which opposition participates in the transitional body, if they can even manage to convince the Syrian government – now racking up military victories every week – that it needs to relinquish a chunk of its authority to this new entity.

It is the kind of ‘opposition’ that eventually enters the transitional process that will help ultimately determine its outcome. Look for some Riyadh- and Turkish-backed opponents to be tossed by the wayside during this process.

With the introduction of Russian air power and qualitative military hardware last autumn, the Syrian army and its allies have gained critical momentum in the field.

So why would the Syrian state backtrack on that momentum to give up authority in Geneva? Even the expectation of this is illogical.

There is a growing consensus among Syria analysts that the Americans have ceded the Syrian theater to the Russians and Moscow’s allies. Washington has barely registered any meaningful objections to Russian airstrikes over the past months, apart from some sound bites about hitting ‘moderate rebels’ and not focusing enough on ISIS.

Part of the US problem is that, without any clear cut Syria strategy, it has found itself neck-deep in this crisis without any means to extricate itself from the uncomfortable dependencies of thousands of rebel militants, and the demands of increasingly belligerent allies like Turkey and Saudi Arabia.

They Russians offer that opportunity – like they did in 2013 by taking the Syrian chemical weapons program off the table – and it looks like Washington is grabbing it with both hands right now. It is likely that Moscow waited to intervene in the Syrian quagmire only when it was absolutely sure the US needed an exit – any earlier, and the Americans were still playing both sides and all cards.

For Geneva to move forward, the participants are going to have to make some awkward commitments. Firstly, the batch of Islamists-for-hire that currently makes up the opposition will need to be finessed – or torn apart – to include a broad swathe of Syrian ethnic groups, sects, political viewpoints and… women.

Secondly, all parties to the talks need to agree on which militants in the Syrian theater are going to make that “terrorist list.” This was a clear deliverable outlined in Vienna, and it hasn’t been done. This all-important list will make clear which militants are to be part of a future ceasefire, and which ones will be ‘fair game.’

After all, there can be NO ceasefires until we know who is a designated terrorist and who can be a party to ground negotiations.

I suspect, however, that this terrorist list has been neglected for good reason. It has spared western rebel-sponsors the discomfort of having to face the wrath of their militants, while allowing time for the Russians and Syrians to mow these groups into the ground. Hence the stream of recent victories – and the accompanying timid reaction from Washington.

As the balance of power shifts further on the ground, we may see a much-altered ‘Geneva.’ Will it genuinely beget a political process, will the players at the table change, will the ‘political solution’ be entirely manufactured behind the curtains… only to be offered up to an unsuspecting public as a victory wrenched from a ‘bad regime?’

Because, right now, Syria would be fortunate to have those 2011 reforms on that table, the rapt attention of the global community encouraging them forward, weapons at rest. A quarter million Syrians could have been spared, hundreds of towns, cities and villages still intact, millions of displaced families in their own homes.

Perhaps Geneva can bring those reforms back, wrapped in a prettier package this time, so we can clap our hands and declare ourselves satisfied.
