Statement by Peter Ford, British Ambassador to Syria, 2003-6, Representative of the Commissioner General of UNRWA, 2006-14

The objective of this meeting is to show Syria in perspective. That is, Syria as she really is after eight years of war, not as she is almost universally portrayed in the West.

A brave stand by the Commission of Inquiry on Syria over alleged use of chemical weapons in Douma

I shall look at the broad picture, but I want to zero in by dealing with the report presented yesterday by the Commission on Syria.

I am not going to endorse that report but I want to begin by congratulating the Commission for standing firm and refusing to make premature pronouncements about the alleged use of prohibited weapons in Douma.

In doing so the Commission obviously angered those in the US administration and elsewhere who are impatient to see the West bombing its way to regime change in Syria. Hence the petulant leaks to the New York Times of a rejected earlier draft of the Commission report, and hysterical accusations against the Commission.

The body which actually has prime responsibility for determining what occurred or did not occur in Douma is the OPCW. Its investigations are not yet complete. Perhaps worried that the outcome might not be what Washington wants, the US administration had clearly been pinning high hopes on the Commission for producing a report which would suit the administration’s purpose of retrospectively justifying the illegal US/UK/French bombing of Syria in April – and more importantly, of conditioning opinion for the next, bigger aggression.

Conditioning Western opinion for the next aggression

Make no mistake, conditioning opinion for the next Western air strikes is crucial for the coming phase of the Syria conflict.

Imagine that today you are a leader of one of the armed groups, in Deraa, say. You have seen how gullible Western governments and media are.

You have seen how easy it is to fabricate incidents to incriminate the Syrian government. You don’t even need to stage a false flag operation, that is one where you yourself use chemical weapons in order to pin the blame on Assad. You did that in 2013 only the former Commissioner, Carla Del Ponte, to veer off message by stating that there was strong and concrete evidence that the rebels had stocks of sarin and had used it.

The UN hierarchy intervened quickly to row back on what Carla Del Ponte had blurted out. So you, the jihadi leader, felt confident in staging more false flag incidents, as with the Khan Sheykhoun incident in April 2017. You knew that the OPCW inspectors would not actually visit the site, because your jihadi forces made sure it was unsafe. You knew that that – incredible as it may seem – would not stand in the way of the inspectors, in violation of their own protocols, accepting as genuine ground samples, photographs and other evidence provided by your auxiliaries, the White Helmets. You knew the inspectors would not demand biological samples.

You were worried when some of your coached witnesses in an excess of zeal presented themselves to hospitals too early and were logged as being treated even before Asad’s planes had left Sheyrat air base. The inspectors, however, relegated this killer fact to an appendix to their report. It was of course ignored.

Douma was a bigger challenge because you, the jihadi leader, left it so late that the inspectors were actually able to visit the site. But you were confident that your Western paymasters would bomb Asad without waiting for the investigation. And then when the investigation, delayed by the bombing, was finally about to get under way it was a simple matter to engineer more delay and deterioration of evidence by having your sleeper cells left behind fire a few shots. You knew the West would blame Russia and Asad. You knew also that even though the Russians found the people seen in the key video of the incident and had them recount here in Europe the true story of what happened, the Western media would prefer to believe you, the accomplice of Al Qaida.

Pentagon acting as Al Qaida air wing

You really cannot believe your luck. You have lost the war but here is the Pentagon willing to act as Al Qaida’s air wing as long as you just provide them with a credible staged incident.

To get the US, UK and France to go to war, a lower standard of evidence is needed than it takes to get a conviction for a parking ticket.

After Douma Western leaders swore that next time the gloves would be off, and reports emerged that Plan A for Douma had been to target Asad himself and his command centres, though the Russians nixed that. So what do you, the jihadi commander, do now? Well obviously you start planning the next fake attack. You would be a fool not to.

Thus , my friends, a repeat of Douma is fated to occur. Unless, that is, sufficient doubt emerges about the Douma charade, the Douma hoax, to give Western governments pause in assuming that their public opinions will swallow a repeat dose and allow them to risk a much more serious confrontation with Russia and Iran.

Against the background of that likely scenario, we see what a crucial service the Commission has performed by refusing to join in the conditioning of opinion by pronouncing on Douma.

Siege warfare is not the unique vice of the Syrian government

Enough praise for the Commission. Now for some caveats

I quote:

‘we visited 44 sites and interviewed 112 civilian residents’

‘[they] launched air strikes on buildings full of civilians using wide area effect munitions…’

‘we found no information indicating that fighters were present’

‘they used unguided mortars and unguided artillery’

‘there is strong evidence that the attacks violated international law’

‘they fired projectiles above houses… photos showed burning elements coming into contact with civilian buildings’.

‘people hiding in basements were terrified’ ‘hundreds were killed and thousands injured’

Horrendous, yes? Shocking, yes?

These are quotes not from the Commission report but from the Amnesty International reporton the siege of Raqqa by the Coalition. They put into its right context the Commission’s report on the siege of Douma.

But while the Commission apparently want to indict Syrian leaders for war crimes, those who conducted the siege of Raqqa, reported on by the Commission in an earlier report, are just gently admonished for not taking enough precautions.

It is remarkable that the Commission have ignored the Amnesty International report in their latest offering, even though Amnesty International called for international investigation and action.

Crimes of aggression

Other issues are also ignored.

The Commission is mandated to investigate not only human rights law but also ‘abuses and violations of international law (HRC 21/26)’. The crime of aggression is such a violation, indictable under the Rome Statute of the International Criminal Court.

The Commission cannot trespass on the territory of the OPCW, as it has done, damagingly, in earlier reports, producing the endlessly cited factoid that there have been 34 chemical weapons attacks since 2013, while on the other hand timidly ignoring issues arising under the purview of the Rome Statute.

The unprovoked attacks by the US, UK and France on Syria following the liberation of Douma are barely given a mention in the latest report.

Other acts of illegality are ignored.

Is it not a violation of international law to give immense military, financial and propaganda support to armed groups operating in the territory of a member state of the UN?

Is it not a violation to establish without permission military bases on the territory of a member state? The US has several thousand troops in Syria, and does not even attempt to justify their presence in terms of international law. British forces are present too, and the British government ludicrously tries to justify their presence on the far fetched grounds that they are protecting Iraq against ISIS.

Is it not a violation to use military force to prevent the forces or allied forces of a member state from taking control of state oil assets, and to kill scores if not hundreds in the process, as occurred in the vicinity of Deir Ez Zor?

Is it not a violation of international law to occupy a pocket of a state’s territory, 55 kilometres deep, as at Al Tanf on Syria’s border with Iraq, and shamelessly proclaim a readiness to use military force to prevent that state’s forces’ from entering in order to root out jihadis being rebadged, equipped and trained behind American shields?

Is it not a violation of international law to invade Syrian territory as Turkey has done, and to establish a de facto occupation authority?

Is it not a violation of international law to dispose of part of a state’s territory as Turkey and the US have purported to do over the district of Manbij, and to connive at keeping out the forces of the lawful government?

Is it not a violation to bomb alleged sites of chemical weapons which had been recently inspected by OPCW inspectors and found to give no grounds for concern?

Is it not a violation to direct unilateral coercive measures against a state without any international mandate to do so?

And finally, is it not a breach of international law for Israel to launch more than a hundred unprovoked bombing raids on Syria, some hundreds of kilometres away from Israel?

The Commission pass over in embarrassed silence all these very serious violations.

Forced displacement

The Commission’s report makes much of alleged forced displacement. This is a classic example of misleading framing.

What the Syrian government has done in terms of negotiating terms for local surrenders could equally be framed as humane treatment of a vanquished foe, offering them a choice between staying in the locality and accepting government jurisdiction, or leaving with their families for another destination controlled by their fellow insurgents. So excellent was this choice that the Coalition used the same procedure at the end of the siege of Raqqa, allowing thousands of ISIS fighters to escape.

I am afraid that on this count the Commission have been dupes of opposition propaganda.

Two possible futures for Syria

I shall conclude by taking a forward look at where Syria is heading.

There are basically two possible futures for Syria.

Spoiler strategy of the West

First there is the future as the Western powers are trying to shape it.

At the moment the US and its satellites realise that Asad has the military upper hand and will be hard to dislodge just by military means. They have therefore a multi-pronged spoiler strategy:

Prevent Asad regaining control of the North East, with its important oil and gas assets.

Try to hamper trade and communications across the border with Iraq, by actions which include refraining from crushing ISIS in its remaining redoubts, from where it can remain a thorn in the Syrian government’s side

Use sanctions to keep the Syrian economy weak

Prevent international aid for reconstruction from reaching Syria

Keep Syria depopulated by discouraging return of refugees to Syria

Use the Geneva negotiations and the fiction of ‘transition’ to claw back in the negotiating chamber what has been lost on the battlefield

Weaken Syria militarily by securing with Israeli assistance withdrawal of Iran and its allies

Stand by ready to cripple government forces using the pretext of a chemical weapon attack

This future has no vision for what might occur if the strategy succeeds. No conception of what would fill the void if Asad was toppled. As with Iraq, the West wreaks destruction and hopes for the best.

A military solution

The second future is this:

The gradual recovery of the entirety of Syrian territory under the present government. A major step forward is being made currently in the South. That will leave just the North and North East. Talks are already under way with the Kurds. The status quo in these areas is unsustainable and the Kurds know it. The Kurds need Syrian government protection against Turkey. Some changes in the constitution will bring the Kurds on board.

The Idlib campaign to bring that area under the government control may be brutal but can only have one outcome.

Essentially what we shall see is a military solution. With the recovery of the South the Syrian government will control areas where 80% of Syrians live. All the pious talk about there only possibly being a political solution is just that, pious talk . Essentially what we shall see is a return to the status quo ante, with some modification for the Kurds.

This is the perspective I think is the most likely to prevail for Syria, and the one desired by most, war weary Syrians. The war will have been waged on Syria, primarily from outside, for nothing.

Western powers, get used to it.

Stop trying to delay the inevitable and prolonging the agony.

One must marvel at the first few paragraphs of Amnesty International’s recent press release:

“The international community’s catastrophic failure to take concrete action to protect the people of Syria has allowed parties to the conflict, most notably the Syrian government, to commit war crimes and crimes against humanity with complete impunity, often with assistance of outside powers, particularly Russia. Every year we think it is just not possible for parties to the conflict to inflict more suffering on civilians, and yet, every year, they prove us wrong…

Right now, in Eastern Ghouta 400,000 men, women and children, who have been living under an unlawful government siege for six years, are being starved and indiscriminately bombed by the Syrian government with the backing of Russia. […] The international community had said ‘never again’ after the government devastated Eastern Aleppo with similar unlawful tactics. But here we are again. Armed opposition groups have retaliated by indiscriminately shelling two villages in Idleb, which they have also besieged since 2014.” [1]

This is an unambiguous call and a justification for war; it seems that AI is calling for a NATO bombing campaign similar to the one staged in Libya in 2011. There is also no ambiguity as to who AI deems to be culpable and ought to be at the receiving end of a “humanitarian bombing” campaign. Before cheering yet another US/NATO war, it is useful to analyse Amnesty International’s record in assisting propaganda campaigns on the eve of wars. It is also worthwhile reviewing AI’s reporting on Syria, and how it compares with that on other countries in the area.

A sorry record
It is not the first time that Amnesty International has played a role in a propaganda campaign in the lead up to a war. A few examples:

Before the US invasion to ouster the Iraqis from Kuwait, president George Bush Sr. appeared on TV holding an Amnesty International report claiming that Iraqi soldiers had dumped babies out of incubators. That was Amnesty International’s willing participation in spreading a hoax — a hoax fabricated by a major American PR company.

In the months prior to the US-NATO attack on Serbia, Amnesty-USA put two Croatian women on a ten city-speaking-tour to project their account of their “rape-camp” ordeal — in reality one of them was a top Croatian propaganda official, a close advisor to president Tudjman, who was also known for her acting abilities.[2] Again, this hoax was pushed by a major American PR company.

AI’s coverage/non-coverage of Israeli mass crimes also deserves to be analysed.[3] In this case, Amnesty plays a role in adulterating and reducing criticism after wars or the misery caused by its continuous occupation and abuse of the Palestinians (discussed below). Amnesty International-Israel served as a propaganda front busy manipulating “human rights” reports to suit Israel’s interests.[4] AI-London has not commented on the manipulation by its Israeli siblings.

In 2012, Amnesty erected advertising posters in the US applauding NATO’s actions in Afghanistan — “Keep the progress going”, purportedly doing something for women’s rights. This was merely crass pro-NATO pro-interventionist propaganda. [5]

Amnesty-France was instrumental in propagating anti-Libyan propaganda prior to the NATO bombing of the country in 2011.[6]

Alas, Amnesty’s sorry record is much longer than these few examples indicate.

Not anti-war
One would expect a human rights organisation to be intrinsically opposed to war, but AI is a cheerleader of so-called humanitarian intervention, and even “humanitarian bombing”.[7] In the past, when queried about its equivocal and lame statements about wars, an AI official stated that “Amnesty International is not anti-war”. Even with this predisposition AI was honoured with the Nobel Peace Prize – yet another undeserving recipient for a prize meant to be given only to those actively opposed to wars. In Syria’s case, AI has given up this phoney “not anti-war” stance for one that is actively advocating war. Notice that it uses a rather dubious argument about “never again” about standing by in the face of mass crimes; in reality this is an appeal to holocaust memes meant to favour this war.

Syria today…
The Syrian government is presently rolling back the jihadis who had managed to establish themselves in an area next to Damascus. No government would tolerate to have a section of their capital city under jihadi control, an area from which the rest of the city is mortared, and an area vital to control the water supply of the city. What would happen if jihadis took over Arlington, VA, and used it to bomb the center of Washington DC? The response would be self-evident. For some reason AI doesn’t bestow this right of self-defence to the Syrian government, but instead refers to an “unlawful government siege [of Ghouta] for six years”. This is laughable.

It is remarkable to find that in none of the latest press releases or reports does AI discuss the nature of the armed groups fighting in Syria. Even those referred to as “moderates” by Washington are a rather unsavoury bunch. Most of them are foreign jihadis; a good portion of them are Saudis. (NB: Saudis offered political and criminal prisoners a way out of jail on condition of going to fight in Syria.) And they are armed/trained/financed by the US/UK/Saudi/Emirates/Turkey/Qatar… to the tune of at least $12 billion. The former US ambassador to Syria stated that the US contribution was at least $12bn [8]; this figure excludes the funds provided by the Saudis and other regimes in the area. Gareth Porter reports that the quantities of weapons supplied to the jihadis were enough to equip an army. [9] Yet, this armed gang of jihadis is barely mentioned in Amnesty’s assessment of the situation in Syria. In Ghouta, the jihadis belong to the Nusra front (or one of its rebranded versions), that is, a group with an extreme ideology; they are an Al-Qaeda offshoot. AI’s press release doesn’t mention this salient fact.

Amnesty portrays the Syrian government as at war against its own people — and Aleppo, Ghouta, etc., under siege; and not allowing the population to escape. Although AI similarly condemned the liberation of Aleppo, it didn’t interview these victims after the fact. If it interviews someone — invariably anonymous — it intones sinister fears of the government. For all its faults, the government has popular backing, and it stands in the way of a jihadi project to carve up Syria and ethnically cleanse it.

And there is a double standard
When it comes to Israeli mass crimes AI is rather cautious in the language used and in its recommendations. It is rather coy in mentioning “war crimes” and “crimes against humanity”, and reference to the latter is virtually non-existent or couched in exculpatory language (favourite cushioning words: “alleged”, “could be construed as”). While it sparingly uses these accusations against Israel, it levels the same accusations against Palestinians — it applies a notion that there are crimes “on both sides”. AI’s harshest admonishment is that Israeli actions are not “proportionate”. There are no appeals to the “international community” which should not stand by, “never again…” One wonders what Amnesty has to say about the Israeli siege of Gaza, where the population has been put “on a diet” causing a dire situation for about 1.8 million people today. In this case, there are no reports, no calls to the “international community” to do anything, no accusations of “crimes against humanity”… AI uses another script altogether.

In the current press release, AI unambiguously states that both Syria and Russia are committing war crimes and crimes against humanity. And if this is the case, there is an obligation for other states to act, to intervene. AI is not requesting an investigation, it is urging intervention.

While in the Israeli case AI states that crimes are committed on both sides, when it comes to Syria it is only the Syrian government that is deemed culpable. It is difficult to remove entrenched well armed jihadis who use residents as human shields. Jihadis dig themselves in and around hospitals and schools [10], and when action is taken against them there, the likes of Amnesty utter their clucking sounds.

In its latest statement AI states: “It must also send a strong message that those responsible for war crimes and crimes against humanity will be held accountable, by referring the situation to the Prosecutor of the International Criminal Court.” Fair enough. In 2002, Donatella Rovera, an AI researcher on the Middle East, was queried about why AI didn’t make a similar demand to hold Israel accountable at the ICC or ICJ, and she stated that AI didn’t make such demands.[11] Another standard applies.

An issue about sources…
Amnesty reports several statements made by residents of Ghouta, all giving harrowing accounts of the conditions on the ground. But all the statements blame the government for their predicament. “Like many Syrians, the humanitarian worker expressed deep distrust of the government.” Or “We hear rumours of reconciliation but that can never happen. The government hates us…” And other such unverifiable statements. And who exactly is reporting this? Does AI have a direct line to the “White Helmets”? All Amnesty has to do is compare the statements made before the liberation of Aleppo and the opinion of the residents now. If the residents are pleased with their condition without the jihadis around, then this should be sufficient to question the dubious statements originating from anonymous sources in Ghouta today.

Other examples
Amnesty International doesn’t want you to respect the Syrian government. Reviewing its press releases about Syria, it is all one-sided; the jihadis hardly merit a meaningful rebuke. But no report was as distorted as its multimedia presentation of the purported abuses in the Saydnaya Prison. Here Amnesty’s methodology was on show: accept hearsay, magnify it melodramatically, extrapolate and exaggerate [12]. This is not human rights reportage, it is crass propaganda. The timing of all these so-called reports is also dubious. On the eve of major reconciliation talks or negotiations, Amnesty publishes a report portraying the Syrian government as beyond the pale. Would anyone want to negotiate with such a party? The timing of several other AI reports coincide with attempts to resolve the conflict via negotiations. The timing of its latest press release coincides with a major Syrian government offensive into Ghouta — and portraying it as criminal in nature.

Human rights are not neutral
Harvey Weinstein, the sexual predator, made Amnesty International USA possible — he provided the funds necessary to establish the organisation. [13] Weinstein didn’t put up the funds because he fancied AI’s lovely researchers. People put up funds for such organisations to shape the way abuses and crimes are reported. In Weinstein’s case, his ardent devotion to Israel might explain his financial contribution to Amnesty USA. Amnesty is also a conduit to push propaganda desired by those who foster such organisations. The very nature of “human rights”, its very flexible nature, lends itself to prime manipulation.

A Syrian furniture salesman based in Coventry, a small city in the UK, runs the Syrian Observatory for Human Rights (SOHR). Sitting in his living room, he produces reports about the latest atrocities, chemical attacks, and every other sordid detail to tarnish the Syrian government’s image. He reaches his mysterious sources by phone, invariably someone hostile to the Syrian government. The output of this one-man-band is then used by the BBC, CNN, The Independent, The Wall Street Journal,… and major media outlets to report on the situation in Syria. It is expensive for news organisations to have correspondents on the ground, it is dangerous; so what is better than “human rights” reports obtained for free! And does Amnesty International rely on SOHR? At least they should footnote their reports.

The main playbook
The US and some of its sidekicks have for decades been engaged in regime change in the Middle East, Eastern Europe, Latin America… The usual formula for this is to create civic organisations, e.g., Journalists’ union, Lawyer and Jurist guilds, select Labour unions… and human rights organisations. These people are then trained to exercise political power effectively by staging mass demonstrations, manipulating the media, spreading rumours, disrupting the government — all the way to the take over of parliaments. These are the so-called “colour revolutions”. They tried this in Syria, but opted primarily to arm and organise jihadis. The jihadis are backed by a propaganda machinery, and the US is conducting the largest disinformation/propaganda campaign in Syria today [14]. The essence of the campaign is to tarnish the image of the Syrian government, robbing it of its international legitimacy and support. Human rights reportage is essential to this campaign. By analysing Amnesty International reportage, it is evident that it is part of this campaign; it has weaponised human rights.

Currently there is a major buildup of US warships in the Mediterranean; and the Russian general staff fear that Syria will be the target of a major cruise missile attack.[15] Possibly, Russian forces will also be targeted. Couple this with the unprecedented black propaganda campaign against Russia in the US and the UK, and it seems very likely that a major shooting war is in the offing. Given that AI has lent itself in previous propaganda campaigns on the eve of wars, one finds that the latest Amnesty International report is merely a leading indicator for such a war. Amnesty International is embedded in a propaganda campaign — it will be cheerleading with blue and white pompons when the humanitarian bombs fall.

A senior politician and member of Syria’s Democratic Union blasted the wrong reports given out by different US and world bodies on the number of the civilian victims of the US airstrikes on Syria, disclosing that Washington’s air assaults on his country have claimed the lives of over 5,000 civilians since 2014.

“The recent accusation leveled by Amnesty International against the US-led coalition for its reckless attitude towards civilian lives in its operations since the second half of 2014 is right, but this report mentions wrong figures for the relevant death toll,” Mohammad Khalaf Qandil said on Wednesday.

He reiterated that the number of the civilian casualties of the US-led airstrikes in the last two years is by no means any less than 5,000.

The senior politician also slammed the Amnesty International for its long delay in releasing the report, saying that the report has just been released while the US has been committing crimes in Syria and killing large groups of civilians so freely and without any international backlash for several years now.

“These air raids have surely inflicted heavy losses on the Syrian army which is fighting the terrorists in Syria,” Qandil lamented.

Qandil’s remarks came after the Amnesty International reported that the US airstrikes in Syria have claimed the lives of 300 to 1,000 civilians.

The AI report said 300 civilians have been killed only in 11 US-led coalition air assaults which Amnesty International investigated for its latest report. Amnesty says the US must come clean about the civilian toll of its fight against the ISIL.

Amnesty suspects that US Central Command (CENTCOM), which directs coalition airstrikes in Syria, “may have… carried out unlawful attacks” in Syria, failing to take necessary measures to prevent civilian killings.

“We fear the US-led coalition is significantly underestimating the harm caused to civilians in its operations in Syria,” said Lynn Maalouf, Deputy Director for Research at Amnesty International’s Beirut regional office.

“It’s high time the US authorities came clean about the full extent of the civilian damage caused by coalition attacks in Syria. Independent and impartial investigations must be carried out into any potential violations of international humanitarian law and the findings should be made public.”

Amnesty investigated evidence, including eyewitness accounts, reports by human rights organizations and the media, photographs and video footage as well as satellite imagery, related to 11 suspected coalition attacks in Syria. The group estimates that the attacks have claimed as many as 300 civilian lives. So far none of these deaths has been acknowledged by CENTCOM.

The report published on Wednesday added that the total civilian death toll from coalition action “could be as high as 600 or more than 1,000” since the operation against the Islamic State (IS, also known as ISIS, ISIL) started in Syria in 2014.

One of the strikes investigated by Amnesty took place in the early hours of December 7, 2015. The attacks hit two houses in the village of Ayn al-Khan, near al-Hawl in al-Hasakah governorate in northern Syria, killing 40 civilians, including 19 children, and injuring at least 30 others, the report said.

According to an eyewitness account, an initial night strike was followed by a second attack from a helicopter gunship, which hit first responders trying to dig out survivors.

“At this point I had a two-month-old baby boy in my arms whom I had rescued. The hit caused me to fall and drop him… I fell into the hole made by the air strike. That was what saved me… My mother, aunt, wife and children – a daughter who was four years old and a son who was two and a half were all killed. The woman and her son who I’d rescued were killed. Everyone but me was killed,” the survivor said.

The strike is believed to have targeted IS fighters. But local Kurdish militia reportedly warned the coalition that there were civilians in the area.

Amnesty said CENTCOM’s failure to acknowledge civilian deaths in Syria, as well as the poor record of investigating such incidents in Afghanistan and Iraq, poses grave concerns over the toll which the civilian population of Mosul, Iraq is likely to face from the ongoing operation to take the city from ISIL. The US-led coalition is providing air support for the offensive.

“Given the likely increase in air strikes by the US-led Coalition as part of the Iraqi offensive to recapture Mosul, it is even more pressing that CENTCOM be fully transparent about the impact of their military actions on civilians. And it is crucial that they adhere scrupulously to international humanitarian law, including by taking all feasible precautions to spare civilians and to minimize harm to civilian homes and infrastructure,” said Maalouf.

A similar operation to capture Manbij, Syria, which is far smaller than Mosul, killed more than 200 civilians, Amnesty estimated.

Last week, Amnesty International blasted Russia for civilian deaths in Aleppo. The Syrian city is divided between government forces and various armed groups, including the Al-Qaeda offshoot Al-Nusra Front. Russia says that the militants use civilians as human shields and would not allow them to leave the city, derailing several attempts by Russia to open humanitarian corridors out of the city.

On Tuesday, Syria’s Permanent Representative to the UN Bashar Jafari called for halting the attacks launched by the US-led international coalition on the Syrian infrastructure and the country’s oil and gas facilities, which have amounted to the destruction of the Syrian nation’s assets.

Jafari clarified in two letters directed to the Chiefs of UN Secretary General and the UN Security Council that the aggression which has recently targeted the oil and gas fields in the Provinces of Deir Ezzur, Raqqa and Hasaka caused huge material damages and an almost complete demolition of some facilities.

He noted that the aggression of the “international coalition” along with the unilateral coercive measures imposed by some states on the Syrian people is responsible for the deterioration of the difficult circumstances which undergo in Syria.

He said that Syria keeps its right of demanding the US-led international coalition to pay compensations due to the targeting of its infrastructure, according to the international law.

–Human Rights Watch: “Human Rights Watch (HRW) is an integral part of the West’s propaganda machine.
HRW shapes the narratives of conflicts, narratives which become solidified through repetition, and which eventually become regarded as undeniable facts. Moreover, the language HRW employs, far from being simply stylistic choices, is deliberately utilized to obscure the reality of war zones in the service of the Empire. This is undoubtedly the case with the Israel/Palestine conflict where Israeli actions are never outright war crimes, while Palestinian ones are. It is equally true of Ukraine. This is also the case in Libya, Syria, and Venezuela, countries where HRW has played a critical role in constructing narratives in the interests of its financier and corporate paymasters, not to mention of course the US foreign policy agenda. –Ken Roth: “Kenneth Roth, Executive Director of Human Rights Watch, has been vocal in his support for a full scale war on Syria in the name of humanitarianism. Roth has repeatedly called for intervention against the legal government of Syria, having recently tweeted statements such as “Like Sarajevo, could Douma market slaughter finally force Assad to stop targeting civilians?” (@KenRoth, Aug 16). The implication of the statement is quite clear: there should be military intervention, such as the US-NATO war on Yugoslavia and later Serbia, in order to stop the “slaughter” of civilians. It should be noted that this tweet was posted within hours of the news of the incident in Douma long before any investigation. Roth, and by extension his organization Human Rights Watch, further discredits whatever vestiges of impartiality he and HRW might have had with inane tweets such as “Douma market killings show how Assad chooses to fight this war: deliberately against civilians,” (@KenRoth, Aug 16), an obviously biased, and utterly unsubstantiated allegation. Roth could have absolutely no knowledge of either the identities of the dead, or the Syrian government’s motives, when he released the tweet the same day as the attack. –Medecins Sans Frontiers/Doctors Without Borders: “Doctors Without Borders is fully funded by the very same corporate financier interests behind Wall Street and London’s collective foreign policy, including regime change in Syria and neighboring Iran. Doctors Without Borders’ own annual report (2010 report can be accessed here), includes as financial donors, Goldman Sachs, Wells Fargo, Citigroup, Google, Microsoft, Bloomberg, Mitt Romney’s Bain Capital, and a myriad of other corporate-financier interests. Doctors Without Borders also features bankers upon its Board of Advisers including Elizabeth Beshel Robinson of Goldman Sachs. Complicating further Doctors Without Borders so-called “independent” and “aid” claims is the fact that their medical facilities are set up in terrorist held regions of Syria, especially along Syria’s northern border with NATO-member Turkey. In an interview with NPR, Doctors Without Borders’ Stephen Cornish revealed the nature of his organization’s involvement in the Syrian conflict, where he explains that aid is being sent to regions outside of the Syrian government’s control, and that his organization is in fact setting up facilities in these areas….In other words, the Wall Street-funded organization is providing support for militants armed and funded by the West and its regional allies, most of whom are revealed to be foreign fighters, affiliated with or directly belonging to Al Qaeda and its defacto political wing, the Muslim Brotherhood. –Physicians for Human Rights (PHR): “They make bold but sometimes inaccurate assertions….A recent PHR press release is headlined “New Map shows Government Forces Deliberately Attacking Syria’s Medical System.” It looks slick and impressive but is inaccurate. For example, one of the most dramatic attacks on a Syrian hospital was the suicide bombing of Al Kindi Hospital in Aleppo. A senior Amnesty International official has been found to have private links with the Muslim Brotherhood in Egypt and revolutionary Islamists accused of plotting a coup in an Arab state.

Amnesty’s director of faith and human rights, Yasmin Hussein, stayed overnight at the residence of a Muslim Brotherhood advisor during an official visit to Egypt in direct contravention of Amnesty guidelines.

Her husband was also named as an alleged Islamist in documents relating to a 2013 sedition trial in the United Arab Emirates.

Hussein, who was until recently the charity’s director of international advocacy and among its leading voices at the UN, denies being an Islamist and has said she is “vehemently opposed” to raising money for “any organization that supports terrorism.”

An investigation published by The Times claimed that Hussein, 51, held a private meeting with a Muslim Brotherhood government official during an Amnesty mission to Egypt in 2012.

After the private meeting with Adly al-Qazzaz, a ministerial education adviser, Hussein had dinner with his family and stayed overnight in their home.

Amnesty International was not informed of the visit, despite instructing its staff to declare any links that may generate a real or perceived conflict of interest with its independence and impartiality.

An Amnesty employee told The Times that the charity had strict rules on overseas trips, adding: “For an Amnesty delegate to accept an invitation to stay at the residence of a government official is a serious breach of protocol.”

The Muslim Brotherhood is considered a terrorist organization in Bahrain, Russia, Syria, Saudi Arabia and the UAE.

The transnational Sunni Islamist organization has been illegal in Egypt since 2013, when the Muslim Brotherhood was overthrown by the military in a coup d’état which has since led to a violent crackdown on the group.

According to The Times, Adly al-Qazzaz’s family was well connected within the party. His son, Khaled al-Qazzaz, was the Brotherhood’s presidential secretary for foreign affairs. His daughter was the official spokeswoman for the group in the UK.

Both Adly al-Qazzaz and his son were arrested and detained following the military coup in 2013, but the father has since been released.

Hussein said she did not know about the Muslim Brotherhood positions held by members of the family and that she met with al-Qazzaz to speak about “the synergies between human rights and educational planning.”

Amnesty said that, with the exception of the overnight stay, it “found no evidence to suggest any inappropriate links between Ms Hussein and the al-Qazzaz family.”

In a separate incident, Hussein’s husband was identified in documents released after a criminal trial of Islamists accused of plotting a coup in the United Arab Emirates.

Wael Musabbeh was one of several alleged British Islamists, none of whom were charged, named in documents relating to a 2013 trial that ended with the jailing of more than 60 Emirati citizens for conspiracy and sedition.

Amnesty, which challenged the fairness of the trial at the time, said it was unaware of the connection because it did not realize Musabbeh was Hussein’s husband.

Musabbeh is also a director and trustee of Human Relief Foundation, a global Islamic charity banned in Israel for its alleged connecting to groups which finance Hamas.

The charity said Hussein denied being a supporter of the Brotherhood and has told Amnesty “any connections are purely circumstantial.” It said it did not believe any of her alleged connections with Islamists represented a conflict of interest.

It added: “Amnesty International does, however, take very seriously any allegations that would call into question our impartiality and is therefore investigating the issues raised.”

The charity has also come under fire for a separate incident in which an employee defended the organization’s links with CAGE, an advocacy group which campaigns for victims of the “war on terror,” but which has been accused of acting as apologists for jihadists.
